In the Deal or No Deal section, the documents show the testimony used to indict Billy (Gary Heath – Bad Indictment) was fabrications, provided by Preble County Officials. Keep in mind, this same false testimony was provided to the family of the victim as the “true” events that led to their family member’s death. All documents are in date order so you can see further evidence of deals developing and, in some instances, evidence of the rewards being given. You will see that there were signs Billy was a suspect and was becoming a target, even though there wasn’t sufficient evidence until late in the investigation when the “deal makers” began to surface. This led the friends and family of Billy Scott to believe there was a need for Preble County Officials to assign blame without a proper investigation or legitimate evidence. In addition, there is evidence that supports our claims that Billy’s civil liberties were grossly violated, due to prosecutorial misconduct, in order to further promote political gain.

In Post Conviction, you will read a summary of Billy’s current legal status, as well as, view some of the documentation relative to our investigation since Billy was convicted. The I Gotta Know… link addresses issues we have been asked about in the past, or issues that were, in our opinion, misconstrued by the authorities in an attempt to damage Billy’s case. Evidence supporting Billy’s claims of innocence was purposely kept out of court without opposition, and at times, with assistance from Billy’s court appointed Defense Attorney and the Prosecution. They had previous knowledge that the State’s eye witness was not credible, not at the party, and had familial motivation to fabricate testimony for the prosecution. However, the complete and accurate information was not presented to the jury or to Billy. And because of that, Billy Scott lost his job, friends, girlfriend, car, house, truck, motorcycle, and freedom – his life as he knew it.

So, all those years ago, Billy’s father and some supporters began their own investigation and gathered all the information they could on this case. His support system includes more than just family and friends. They include those who were at the party and claim he wasn’t away from them for long enough. They include those who claim they saw and reported things they felt were powerful enough to lead them to believe Billy did not do this. And they include those who have never met or heard of Billy, until reading his story through some of the same documents presented here. While an innocent man is left to languish in prison, many that do believe in him have continued to spend hours supporting him and gathering any information they deem helpful.
